His change management strategies include a recent regional facilities consolidation that is saving King County and contract partners millions of dollars annually, preserving police jobs, and improving the presence and quality of police service.

Judy is the founder and president of Tagging Along Communications, a public relations and communications consulting firm. She designs strategies for higher education, non-profit organizations, and government agencies. Under the leadership of former University of Washington President Mark Emmert and the Executive Director of the Alumni Association, she worked with the Alumni Association to create a sustainable grassroots advocacy effort, involving its 50,000 alumni members as advocates for higher education funding with their state legislators.
